Ah! I was just about to suggest the same thing. I'll add the text of my suggestion below:
My company has recently moved from Skype for business to Teams, and while the Chat tab is great, the Teams tab is a mess. Many of my colleagues continuously add new conversations instead of replying to the previous one, because it really isn't obvious that one should hit the little "Reply" button first.
I suggest that instead of having a button to reply, there should be an open text box beneath each conversation by default, and that the opposite should be done for the "new conversation" text box: replace it with a button. I think that would improve the UX for the more usual of the two use cases.
