Currently, someone who is invited to a Teams meeting but does not actually attend the meeting is not granted permission or access to view the meeting recording by default.
If someone were to share the Stream recording link to this person, they would still not be able to view the content.
In order to grant them access, the meeting owner needs to go to Stream, edit the video details and manually grant them permission to view the recording. This can only be done on an individual basis or by O365 group.
Meeting recordings are typically most needed by those who were invited to a meeting but were unable to attend it.
Meeting recordings should be accessible by all invitees by default - not just those who attended - or there should be an easier way to grant access to all invitees who did not actually attend.

The team has delivered improvements to the New Meeting experience in Calendar such as optional attendees, richer custom recurrence UX, as well as enhanced meeting RSVPs.

This is much needed as it can be very tedious for a meeting owner to have to grant permission individually to those who were unable to attend the call - especially for larger calls where there may be 50+ people who did not attend.
I would also acknowledge that there may be scenarios where a meeting owner may not want permission granted by default to those who missed the meeting - but I would estimate that this scenario is in the minority and that we should have an easier way to manage the permissions to accommodate this.
Perhaps simple checkboxes within the Teams meeting options; If recorded, all meeting invitees can view the recording, Only invitees who attend the meeting can view the recording, etc.
