We also deal with call answer delay for incoming calls from a call queue. Our delay time is 3-5 seconds on average. I submitted a Microsoft ticket and was told this is a known issue and by design. I can tell you that using a phone handset device will increase the delay. For my own team, I advise them that the call is not live until the call counter clicks from 00:00 to 00:01.
