    You can do this using msteams: for the chat part (not sure about the call part):
    msteams:/l/chat/0/0?users=emailaddress@somewhere.com

    One issue with this I've found is using the link within (specifically) desktop application Office OneNote. It seems to add an extra slash after the msteams: when you click it so instead of msteams:/l/chat... it's msteams://l/chat... and it causes teams to still pull up but not switch to the user you are trying to chat with. You can see that it's doing this because the external link warning that pops up (when you click your new link) shows the double-slash; if you paste and run the double-slash version of the url into a web browser you see the same behavior.
