We are getting closer, and are still working thru some bugs, but hope to release this as part of a Public Preview pack in early 2021! (Windows 10 released with the December 2020 pack this week)

Why is this so poorly implemented? It doesn't even query the full library on Giphy. I searched for a word, it's first hit on giphy.com was what I wanted (along with 40-50 other similar gifs), but when I search the same word on the Gif button in Teams, only 1 gif appears and it has NOTHING to do with the word that I searched. Not even the top hit appeared.
Why can't this be easily fixed? Just query the actual d@mn website.
