    There is a difference between external users and guests. External users may be allowed by your tenant's administrator via policy.

    Sharing via guests is controlled the same way. However, it is currently not possible to give or request control to/from a guest user when they are using the web app which allows them to join the meeting without any sort of authentication (login).

    I first thought this was a security feature, but I was able to do the same thing via Skype for Business. This seems to be an oversight on Microsoft's part. That, or they changed their minds mid-way and did not think to convey this to their users.
