This issue is magnified taking into consideration there is no way to administratively or automatically boot people from a meeting. We ran into a situation where someone dialed into a Teams meeting using PTSN and didn't hang up, ever. So one person used 23.5 hours of meeting minutes for one meeting. I suppose it's a strategy to get enterprises to either go to E5 or pay out the nose for the ala carte licenses to make the meetings work in their organization... :(

Thank you for the feedback and waiting for this feature with patience. We have enabled download of a meeting attendance list during a meeting. This is released for general availability. Please note this feature is turned off by default, and needs to be enabled via admin policy.

See documentation for this feature here:
    https://support.office.com/article/download-attendance-reports-in-teams-ae7cf170-530c-47d3-84c1-3aedac74d310

Note: We are continuing to work on enabling download after a meeting has concluded, as well. For status updates, check out the roadmap item https://www.microsoft.com/microsoft-365/roadmap?filters=Microsoft%20Teams&searchterms=66459.

    Thanks.
