I have this too - with the camera app fix only working some of the time. Other times it only shows the other (rear) camera on the Surface Book Performance Base and wont show the image that is pixelated. Other times camera app will show image and it fixes it. Windows Hello is also pixelated, but other uses of the camera and other conferencing software (Zoom) is not. I reset the Camera App in settings just now, and now Teams and Hello are not pixelated! No idea if that will help others.

On my Surface Book Performance Base I get the same thing. I needed to put the camera app into Experimental Mode (in Settings) before I could use both the camera and Teams at the same time. When I have the camera app open Teams video improves. Minimise or close Camera and video returns to pixelated. I have other video conferencing apps on machine (Zoom) and they work at even better than Teams does with same camera (internal Surface Book camera) so its not the camera - its something in Teams that is broken. Rear camera not pixelated. Restart video in Teams and it breaks (as per OP) but in my case I cannot restart camera app to fix - I need to keep the camera app running all the time to have it working!

Ditto - same issue with me. Camera app does not fix it as I cannot have same camera view open twice. No issue with network. Removed camera driver and added it back - no difference. Been this way for six or so weeks now. Also Surface Book Performance Base is the hardware here.
