When dialed into a meeting, users can press *6 to mute/unmute. Please see https://docs.microsoft.com/en-us/MicrosoftTeams/audio-conferencing-common-questions#what-in-meeting-dial-pad-commands-are-supported for further information.
I thought this was Skype parity, but stand corrected… my apologies. I will investigate presenter ability to unmute attendees with the feature team. Thanks all.

Download of the meeting attendance list during a meeting is released for general availability. Please note this feature is turned off by default, and needs to be enabled via admin policy. The problem for us is it works intermittently, particularly for 'Call Me' users dialing back into a conference room phone (non-Microsoft). *6 often takes multiple times to mute/un-mute. Attendee who joined via 'Call Me' then often unmutes themselves in Teams which creates room echo...because it shows that attendee joined via Audio Off. Awful experience
