This feature is already available. You just press the participant button and then you can add other Teams users or dial an external number to add an external person to the call. It works perfectly fine, I just tested it.

Teams already has a softphone built in. You just need to add phone system license and a dial plan.

For organizations that need call recording for compliance purposes, admins can set via policy. To see how this works for calling and meetings, please see https://docs.microsoft.com/MicrosoftTeams/teams-recording-policy.
1:1 convenience recording is currently on the teams backlog. We will share an updated here as soon as it is available.

Shoretel refers to these features as Silent Monitor and Silent Coach I believe. It would definitely be nice to have in addition to Call Recording. There are two parts to this topic:
1) Completed: Bypass the lobby for PSTN: The ability for admins and organizers to be able to specify a meeting option to bypass the PSTN lobby independently of the VoIP lobby.
2) On the backlog: Ability for an organizer joined via PSTN to admit users from the lobby with a PIN. If you enable “Always let callers bypass the lobby” in your meeting options, people calling in by phone will join your meeting without having to wait for someone to admit them. Please Note: In Q2CY20, we launched a new default in for the Teams meeting policy (https://www.microsoft.com/microsoft-365/roadmap?filters=&searchterms=63388). If tenants have not modified their default meeting policy, lobby is now enforced.

From the docs, I beleive you just need to look at this setting in the Teams admin center:
Automatically admit people - Determines what types of participants will automatically be added to meetingsorganized by this user. Set this to "Everyone in organization" if you would like meetings to place every externaluser in the lobby but allow all users in the company to join the meeting immediately. Set this to "Everyone" ifyou'd like to admit anonymous users by default. Set this to "Everyone in your organization and federatedorganizations" if you would like meetings to allow federated users to join like your company's users, but placeall other external users in a lobby.
Surprised there aren't more votes for this feature yet but I wonder if we'll be able to do this with the new Walkie Talkie feature https://www.microsoft.com/en-us/microsoft-365/blog/2020/01/09/8-new-capabilities-microsoft-365-empower-firstline-workers/
If you could push to talk to an entire team (page group) that seems like it would work.
