We can't setup or create breakout rooms because we use a shared calendar to book all our meetings. That means none of us is recognised as the 'organiser' by Teams when we join meetings because we use our own MS identity. Really need to be able to cascade permissions from Outlook to Teams for calendars, or, as has been suggested previously, that presenters also have breakout room rights. Until then we are unable to use breakout rooms at all.
