This is currently in internal testing rings at Microsoft, and the feature team is targeting a release to the public in early Q2.

@David I agree its a little less obvious than the usual Browse button but is aligned with their approach to OneDrive for Business and asking users to 'upload' there too so i guess that is their road forward!

Ludmila do you not see an upload button? on the attach a file screen i see:

OneDrive
Microsoft Teams
and then further down a purple Upload button so i can add files from the pcTim Goalen commented
The issue seems to be that when you start a chat with a new person you have to say something before you can send them an attachment. You cannot start just by sending a file. I notice when i look back at existing chats i can add attachments, but new chats require the above step first.
