I just got rid of my 2013 MacBook Pro and did not have this issue of white noise / static noise when everyone is muted and I'm speaking. Now I have this problem on my new 2020 MacBook Pro!

One solution: turn my sound off (mute my speaker). The microphone stays on and everyone can hear me. On the plus side, the microphone is no longer picking up the white noise from the speaker. Downside is I teach yoga and have to be 10' away from my computer to be seen on my mat. If my speaker is off, and someone unmutes to speak, I won't hear them. I am also too far away to see the chat.

We've just learned to live with the static. Very unfortunate!

I had the same experience as Qwerty. Sound went away on restart, upon someone unmuting speaking and re-muting... and then sound came back also by someone unmuting, speaking, and muting again. Seems to be a glitch or bug in MS Teams, that when muted there is still some "audio" to play.
