    You can force Teams to use whatever the user's Unanswered Call rule is (typically, go to voicemail) by using PowerShell. Review this:

    Enable Busy on Busy in Teams Admin first, then run the command from PowerShell.
    We tested and it worked like a charm. Now, I got a couple of complaints from users who still wanted to be able to see the incoming call, so they didn't like that it went straight to voicemail while they were on another call, but at the moment, this is the lesser of two evils.

    This is, at its core, a SERVICE issue. The number of steps required for an Operator to perform a task directly correlates to how many people have to cool their heels waiting for assistance while those steps are being performed.
