Hello, I had the same issue and solved it:
First you need to login in the Microsoft 365 Admin Portal with an administrator account.
Then In the left pane click on show all and click on Teams,
The Microsoft Teams Admin Center will appear>
Click on Teams and click on Manage teams>
Click on the team you want to manage>
Click on Channels>
Select the channel and it will show the users that are members of the channel.
You may click on + Add to add someone in the channel o select someone existing and change the type from member to owner.

I have a private channel without an owner (but it has two members)! We don't know how the owner was removed (they didn't remove themselves!) but now cannot manage that private channel.
Please create a fix ASAP!
I have a case open with MS about this issue and they tell me that "Microsoft product group is already working on it" and that "the fix is about to be rolled out for all tenant by mid July 2020".
I also have an ownerless memberless private channel that needs to have the owner/members added back.
Using Add-TeamChannelUser -GroupId 01f56ec4-6d6d-4f93-bcfb-bb8ef08d5b7b -DisplayName "Private channel Name" -User Owner@domain.com -Role Owner
I get error: Add-TeamChannelUser : Error occurred while executing
Message: Failed to execute backend request.
We also have a private channel that has no owner and we cannot add an owner. Add-TeamChannelUser PowerShell cmdlet fails with error. I cannot add Private channel members or owners from the Teams admin center - it offers the option but it says it cannot add the user when attempting to do so. The Owner was removed when the Owner was in Onenote and deleted the users he saw in that app. This had the effect of deleting the members/owners of the private Team. How is these even possible? Microsoft? Where is the fix?

I accidentally removed several members of a Team, which had the effect of removing all Owners/Members from several Private Channels. I re-added the people to the Team, but I have no way of setting an Owner or adding Members to the Private Channels. The Add-TeamChannelUser PowerShell cmdlet fails with error. Microsoft Support was useless, they said it's not possible to add an Owner, and directed me here to UserVoice.
Keen to hear any updates on this. I have a private channel with no owner, so no way to add/remove/edit people from this channel.
Is there any news about this?

Also the same issue here. I cannot edit the Private channel members and owners from the Teams admin center.
Admin Center needs the ability to be able to add owners to a private channel where there are no owners.
Additional functionality could be if private channel owner = <null> then a member of the private channel can be auto-promoted or select to be promoted.
I have the same issue, I now have an orphan private channel with no owner and nobody can add me back
