Prevent students from starting a meeting unattended
It would be very useful to be able to prevent students from starting a meeting unattended, regardless of what type of meetings it is.
This because, when working with younger students, the best option is that only teachers can start new meeting (with other teachers and/or with students).

I believe what you want is possible, it just takes a few policy's, We have this setup and works such that students are unable to start calls but can receive them from teachers as well as join meetings organised by the teacher.
Calling policy with Make private calls turned off
A meeting policy with Allow Meet now in channels, Allow channel meeting scheduling, Allow scheduling private meetings all turned off
A teams app policy with the Calls app removed
We also have a messaging policy that has Chat turned off
Overall it should be much simpler but it is achievable there is just a lot of options to tailor it to exactly how you want it but a single button or option to disable creating private or team meetings would be nice

Our workaround for this is to ban chat / calls for students. Staff invite students to a meeting.
As we are about to go into the Covid-19 mode, we would like to be able to set messaging and meetings policies so that teachers can initiate calls and chats and students can participate but we do not want students to be able to start chats or calls amongst themselves. It is not clear from the documentation whether there is a way to achieve this. Could there be an additional and clear way to set this up in the Teams Admin policy settings? Thank you.
