Video Sharing is Disabled by the Administrator
We are getting "Video Sharing is Disabled by the Administrator". This happened when the guest joins the teams meeting via browser or the team client and enables video in the lobby before being admitted into the meeting, the guest was then admitted and got the error message "Video Sharing is Disabled by the Administrator". The guest exited the meeting and re-joined and was then able to turn on the video.
"Allow IP video" is enabled in the team admin center... This sounds like a bug?
I have an issue where the video icon is disabled in teams(throughtout the entire teams of school and college including students ) , could you please help me to resolve this issue.
I have this issue but in my case (unless I misunderstand how Teams works) there user isn't external.
We have a meeting policy in place for our students to prevent them starting meetings so that only staff can start a meeting. Even after enabling "IP Video" in the meeting policy that was applied to students it was only when enabling "Let anonymous people start a meeting" were students able to use their webcams.
This doesn't make any sense as students are a member of our organisation (and the Team in which the meeting is taking place) and as such sign into Teams with their organisation account so I cannot see how enabling "Let anonymous people start a meeting" allows students who are not anonymous users to suddenly use their webcams.
Please correct this issue, it has a big impact.

As a healthcare organization that provides virtual consultations & visits, this causes massive problems where if patients/attendees/guests join early, their video is toast unless we do a number of workarounds.
I have raised this very issue with Microsoft over a month ago where it was confirmed to be by design as well.
I sincerely hope it's corrected soon!

We have a lot of interviews and other meetings with external guests that enter the lobby and join before an authenticated user. This should not be expected behavior that they then cannot use video. We're trying to get the word out to our users, but this has been frustrating and our users lose confidence in Teams when their guests can't use video (and they don't know the work-around).
I have raised this with Microsoft and received an acknowledgement that "The issue is a code defect and fix is being tested in internal ring, before being released to the public ring"

We have the same issue, I raised a ticket and was told:
Per our conversation today I have consulted with my senior colleagues regarding this issue and was informed this is by design due to the meeting policies settings. You can submit a UserVoice to request for this feature to be changed which I have provided a link below for the UserVoice. The only other options are the work around you have currently been using of leaving and rejoining the meeting as the organizer after accepting the external user into the meeting or request for the external user to leave and rejoin the meeting after the organizer has joined
So the MS support guy said that it was because the policies cannot apply before the ogranizer starts, so Teams does not know if video should be disabled or not. But why it can't apply the policies once the organizer joins I don't know, the message that video is disabled is incorrect.
This can be very frustrating for users, none of the external users who joined before the organizer can enable their video. The organizer has to rejoin the meeting in order for video to start working.
In my opinion Teams should apply the policies to all users once the meeting has started, and enable video if it is enabled in the policies.
To reproduce the issue, if a guest joins a meeting first and enables video in the lobby the guest gets an error that Video is not enabled by Administrator when the meeting starts, the guest can see organizer video. However, if the organizer started the meeting first, the guest will be able to join the meeting without the video error when trying to enable the 'video'. I have reproduced this issue both on the Teams Web and Teams App on multiple devices.
