Add a global admin setting for disabling Callback and Tollfree dialing
We should be able to set a global policy so that new users that are provisioned do not require going in and making the setting changes whether via powershell or Teams Admin site, it is still cumbersome. This should be an option in a global policy to disable outbound calling (callback) and disable tollfree.
