Rob Husted's comment is dead on. Clients expect the CSP platform to allow them to consolidate their Microsoft billings in one place. This forces a separate CC transaction and related management, negating that portion of the CSP relationship value. If you want to grow voice adoption, you either need to eliminate the Communications Credits function in the current form, or allow it to be billed via CSP in a similar manner to how Azure usage is managed.

At a minimum we need to be able to add communication credits to a tenant that is properly licensed via CSP. Today we have to have our customers add 1 seat of E5 on a credit card to light up Communication Credits so they can purchase them. Even better would be to allow CSP partners to sell them to consolidate invoicing.
