You can also manage the creation by dividing roles like Teams for educational institutions.

I'd like the creation of a new team have the option of going through an approval workflow. I might want the person's manager to approve the creation of a new team. Or maybe weigh in on whether they should be allowed to share externally or have guests.

If not a role, then console control that gives access to specify the security group that has permissions to create new teams.
Yes exactly, we want a role that we can easily assign to a group of people, which enables them to create teams inside Microsoft Teams.
Managing who can create teams and who can not, is to complicated right now, and it should also not require an Azure Premium P1 plan since it is a mandatory feature for us to restrict the creation of teams.
