I too am having this issue. I also tried not docked (Dell Docking 6000) and still GIVE CONTROL is greyed out. :( We are currently migrating from Skype and already see this as an issue. :(
Could you share what docking stations you are using? Lenovo's docking stations are based on DisplayLink where we have this problem. I was able to avoid this problem with:
a) Let the lid be open and having like extra screen. Not good, I agree.
b) Start Teams client before I'm connecting laptop to docking station.
Was a solution found for this?
My company of 12k people is about to go live with Microsoft Teams and I would like to iron out any little issue before then.
Same problem here with a Dell docking station. checked the settings in Teams and hardware acceleration is not disabled there

Same issue experienced by one user in our organisation, Dell laptop.
Any word from Microsoft?
We started seeing this recently as well, but it seems to be isolated to laptops (Dell & HP).
We've started seeing reports of this issue even for users at or above the 128MB VRAM requirement for Teams. Any updates here?

We also see the same issue, across devices (Lenovo and Surface) also across different Teams versions (1.2.00.22654 and 1.2.00.21068) and across different driver versions (Intel HD 520 and 620) We do not use DisplayLink. Also the issue is not connected with the devices being connected to the docking station. Happend somewhere last week.
Our org also started reporting this as of this last week.
Same issue here as of today

Same issue starting sometime this week with a Dell Latitude E7450, Windows 10 connected to a USB Docking Station 'Plugable UD-3900' using DisplayLink 9.2.2220.0 M1. I have Microsoft Teams Version 1.2.00.22654 (64-bit). It was last updated on 8/27/19.
I'm having the same issue with a Dell laptop connected to a docking station as well. I've updated all drivers and installed the Display Link software as well. It works when not connected to the dock, but doesn't when connected. I noticed it with the updated version of Teams.
Do any of you know of a fix?
I had the same issue with a ThinkPad T480 with Intel UHD graphics 620 and an external hub with Display Link technology. In my case, a driver update of both components solved the issue.
I found that this is exclusively a problem when running Teams on a laptop connected to a dock. The problem began after a recent update in Teams.
Same issue here with lenovo laptops.
