public teams allow @mention of anyone in the org
If a team is set as public, it should be expected to have a "fluid" memberlist and thus the use of @mention becomes unreliable.
@mention instead should work across the org and notify specific users that they are being requested to join a conversation in a public team.
Example: John is in team1 and they are discussion an issue that needs more input. John simply "@jane care add your thoughts on this" and this is triggers either a notification or email to Jane about a conversation occurring in a public team so she can freely join with a click. Later if she wants to stop following/leave, she can when the issue is no longer relevant.
I feel this will make collaborating a faster process as we dont have to "leave the moment". Obviously I'd expect this only to work in public channels (or an optional override if someone wanted it in a private).
