@Jiri Schimmer - If you want all members of the team to be included you can turn off Groups in View Options. The Groups view is useful when you don't need to see all team members in the Shifts schedule or want to group staff by certain criteria, but it is an optional feature.
@Melissa Brenneman - You may have accidentally toggled off the Groups view so that you're now seeing all team members.

Oddly, I had an opposite experience. I added certain Team members to Shifts--but not all--and began adding shifts assigned to those members. At some point the other Team members populated into Shifts even though they will never be assigned to work shifts and we never need to see them in that view. And I can't take them out.

This is a fundamental flaw in Shifts -- and I'd like new adds to the Team to pop into the Shifts plan as well. For a small group, having to add the six people in the group into the Shift plan may not seem inconvenient, but individually adding my thirty members was a HUGE waste of time. For Shifts managers, their first experience with Shifts is frustrating and time wasting -- not exactly the initial impression you want with an application.
If a significant number of organizations *don't* want the Shifts plan auto-populated from Team members, provide a Boolean "Keep Shifts membership in sync with Team membership" type of configuration parameter. Even a UI component to multi-select from current Team members would be an improvement.
