Prevent layout change when displaying "Call Controls on headsets and other devices aren't available right now."
When that message pops up the message window is compressed. That catches my eye and makes me think something worthy of note happened--when it didn't. If it happens repeatedly it will also cause the last line of text to get scrolled off the screen a little more each time it appears/disappears.
For me this happens on the Chat message window for Teams while I'm in a conference call using Skype. I know Skype is using the headset and I'm not attempting to call anyone from Teams, so Teams doesn't need to be complaining about it constantly and shifting my instant messages around.

Two things:
1. it needs to be checked if this message needs to appear every time it does
2. if it needs to appear then it should be done as an "overlay" and not as an "insert at the top" UI wise -
