Maybe you can contourn doing this:
First, restore the channel X and change the name to X_OLD, so delete de channel again. Now, you can create a new channel named X with the privacy that you want.
Second, to prevent the restore channel X_OLD, go to the Team configuration, members permissions, and unchek the box that permit members to delete and restore channel.
It's not a best pratice but I hope that help you.
New to teams and tried to set up a channel as private to test with. I want to set it up as public now, but can't use the same name for the channel, can't delete the test channel, and need to use the same channel name but can't. Very frustrating... looks like I can't use Teams for a month while I wait for the deleted channel to expire and then have to hope I get it set up the way I need it so I don't have to wait another month after that. ...or they could give us the option to manually delete the channel. Not getting a lot of confidence in this app from my first shot at using it.

Oh but don't worry, you can laugh react during meetings now, which is obviously more important than basic channel administration.

My organization has over 100k licenses, I'll make sure to report this inability to manage our own tenant. There's lots of enterprise messaging clients, the lack of basic administration in this world class platform is odd. I understand the purpose of not removing the channel completely, it's not for recoverability since there's already a recycle bin built into sharepoint that can be managed by the organization - it's just about making sure Microsoft has the ability to bill for Channel count in a 30 day billing cycle. Asking organizations to vote on basic functionality in this forum is not a professional solution for taking responsibility, transparency, and ownership of a situation.

If you're going to have a limit of channels, YOU HAVE TO LET US DELETE THEM TO STAY UNDER YOUR LIMIT!!!
Have this issue too. For an application to be sold as the integration for all things Microsoft. To not be able to delete a channel permanently when there is a limit, its ridiculous. EVERY other soft delete in Microsoft can be permanently deleted, such as user accounts.
We get the limits, that's understandable and clear. But to include deleted channels in that...
Was told by Microsoft support to 'wait' for 30 days. So having to create a new team for 30 days just to create new channels, then re-create them again on the original and manually move the data.
This should be top of the list Microsoft. Basic functionality.
The limit is one thing. Other issues are:
- Not giving warning to team admins that the amount of channels is approaching the max.
- including deleted channels in the count is stupid.
- having to wait 30 days for a "soft delete" with no way of overriding.

When you cannot delete channels, test materials, it creates a junky user experience. If not a standard user, at least an owner should have this ability. We're left with a lot of old channel materials that are just junk. Doesn't exactly sell the "Teams Experience" and because there is seemingly no reason not to be able to delete a channel, we're all just out here wasting time trying to figure out how to fix what looks like a programming bug

With a limit on number of channels, we really need the ability to permanently delete a channel so that the Team can create another channel in its place.
Agree that a forced deletion ASAP would be great.
We currently tested TEAMS before we want to perform the Rollout and now we are stuck with Testchannels, Folders and everything.
There should be no discussion about this.

Microsoft, let us permanently delete channels from a team on Teams and also increase the number of private channels, please!
