Receive inbound calls in Teams via Calling Plan
Currently, it appears that Teams ignores PSTN calls except if outbound, sending calls directly to voicemail unless Skype is open. In order to migrate our organization to Teams, we need to have PSTN calling fully operational in Teams.
We need incoming call for Islands mode please to be routed to Teams or to have the option to choose your primary client for calls.

If you set the TeamsUpgradePolicy to "TeamsOnly" for a specific user or for the whole tenant, PSTN calls will be received in Teams. But that also strips the Skype for Business client from any functionality except for joining SfB meetings. We need an additional TeamsUpgradePolicy with value "Islands" that receives PSTN calls in Teams and leaves full functionality to the SfB client (except for PSTN calling).
Business case: Many external parties still use SfB as their primary and only platform. For users who communicate with these parties we need full functionality in Skype for Business (initiate SfB calls, initiate chats, etc). Still we want these users to only use SfB when necessary. All other tasks should be facilitated in Teams (like receiving PSTN calls).
Is there a timescale as to when Teams will not be reliant upon SfB to receive calls?
You know what they say... what is the point of switching to Teams if you need Skype for Business for it to work!?

I already migrated my whole organization so we could use Teams, if I would have known I would of simply migrated to GSuite instead
Why deploy and market a product that isn't fully functional yet?? If the documentation and support articles say that PSTN is now available for the Teams application than it should work... All the time lines that were provided to me by O365 support so far have been incorrect.
Our whole organization is already using the Teams applications, am I suppose to turn around now and tell everyone they need to use Skype for Business???

If a new product is being marketed I think that product should already be fully functional!!!
