I have the same issue. It works both whens (when I receive a call and when I make one). Although, sometimes it works, but more often than not it doesn't. It will then tell me I missed a call in the activity section. I have to then use Skype to make a VOIP call, which defeats the purpose of Teams and keeping all communication in one place.

This sounds like the same problem my team has had in the past few weeks. I have Teams on my phone but not actively signed-in, so I don't know if it is forwarding to my phone. I am unable to answer most calls, as no "answer" (or "decline") button shows up. I just see "missed call". Others in my company who do use their phones have complained about the behavior described by kelly. Chats that start in a channel or a scheduled meeting seem to work better than individual chats. I end up reverting back to Skype.
