When I delete a Team, it does not delete the underlying SharePoint site. When I try to access that site via PowerShell, it remains in "No Access" mode and I cannot perform any operations on this site. Even if I try to remove it through PS, it throws access denied. As a global admin, I should have flexibility to remove it.

you have a teams status "soft deleted", means you can restore for limited time include spo site, check with get-sposite status "locked"
