Add the ability to favorite a GIF for later reference

I would like to have the ability to favorite/save a GIF as one would save a message, then access favorited GIFs via the chat toolbar button. See mockup for desired experience.

As a system admin the amount of time I would save looking up the Picard "Face Palm" GIF daily would be significant.
