Restrict or notify the team owner when adding a non-teams enabled user
When a team owner try to add a member to the team. He can add any users from corp address book, regardless user is enabled for teams or not
Request: The owner who try to add any member who are not ready for TEAM (within the organization address book) be not available for selection or given an alert.

Agreed. User accounts with no Office 365 license or Teams license should not be available in searching for users in Teams for any reason.
There is a reason those users don't have licenses.
They show up in Suggested contacts as well. How is Microsoft determining the 'suggested' contact? They should at least be a Teams user. If you have no license for it, you should automatically be dropped out of 'suggested' contacts.
