Disable giphy, stickers, and memes per channel
There should be settings per channel which would allow / disallow use of Giphy, stickers and memes per channel (not just per team).
This would allow a channel for general silliness and another where people are not allowed to post stickers/memes/giphy.
We are seeing that a project can quickly be derailed when a few people start posting memes in the middle of serious discussions to express themselves. While I agree that there's a time and place and those people should be more disciplined, it would be better to restrict those things per channel, so a serious conversation in a particular channel doesn't get polluted with memes.

Our company wants to enforce a simple strict org-wide policy: absolutely NO emojis allowed, period. Why cannot Microsoft understand that ?

Here's a thought. Keep this garbage out of a so-called professional app and out of the workplace. Let people find their own childish chat apps to entertain each other with stupid memes. The rest of us are here to get work done and would prefer not to pollute the official record with junk.

We like having fun, really. And we do. We have nerf guns in the office and fight with foam pixelated Minecraft axes (mandatory XKCD disclaimer: only while compiling, of course!). But emoji is below the threshold for grown-ups, if you take my opinion seriously. We discuss serious matters, and do prefer to discuss them in words, not in rudimentary pre-writing-system pre-hieroglyphics. Being an AI company, we also talk on Teams about linguistics, and the emoji look especially weird in this context. Please.
