The ability to annotate PDFs, or at least open in a PDF reader that will, without having to download the file, annotate, and upload.

It would make online collaboration extremely useful if I could open an annotated PDF within Teams.
I agree. Now that so many of us are remote and using Teams for editing documents being reviewed by multiple people, this is especially needed.

Annotating on PDFs uploaded under assignments would be very useful for all the teachers who now find ourselves using Teams to help pupils with work on a daily basis.
Being able to mark on a pupils work exactly what they have got correct and where they have gone wrong would be very useful.
Totally agree on this requirement!
Some work around, if you have "PDF-XChange Editor":
- on the Teams PDF - select options "Get Link" - copy the OneDrive link
- in PDF-XChange - select "OpenFrom" - "URL"
- Edit - and Save
Disclamer - looks like this works only for the one who as uploaded the PDF! So no Work arround for the issue
Being able to edit forms and write on pdf’s would be great. I can use Apple’s markup on my iPad but i would prefer a native capability... also, it would be nice to be able to clear a form for reuse.
My team would be able to work so much more efficiently if we could view and edit PDFs in teams.

Possibly add the availability to open the document in Adobe Reader so you can add comments and then save it back to Teams without having the download, add comments and then re-upload.
The option is already there to do this with Office programs, i.e.: open a spreadsheet in Excel or a Word doc in Word.

Here is a scenario... we are a contractor and we distribute a report where we solicit invoicing on a bi-monthly basis so that our Project Managers can respond by marking up the report with requests for invoicing (use cases like this can be multiplied). Many (most) of them work from an iPhone or iPad but some still work from their desktop or laptop. It would be great if they could open the PDF, make their entries to it with their finger, highlighter or a pen (or any of the normal commenting tools) on the file posted OR, and this may be better, where their edits and markups are posted in a copy of the file as a reply to the original conversation where the original file was located.
Regardless, there is lots of room for making it easier to work with PDF's. Apple's "Markup" feature has become very nice and does nearly everything I need it to do... the idea is to make working with PDF's on a screen the same as, or as close to the same as, working with a piece of paper.
I said that the lack of ability to work with PDF's is a pretty big disappointment... MS Teams, overall, is GREAT and well worth using, but the PDF commenting limitations are disappointing.
