Re-using the same Channel Name
After you create a channel, then choose to delete the channel, you can no longer create a NEW channel with the same name. It seems like you have to delete the team and start over.
Updating the status to “Try this instead” and have added the clarification that after 30 days the name is once again available.
The reason for this decision was that Channels can be restored 30 days after being deleted. During this time, we intentionally don’t support creating a channel with the same name. After the 30 days, the name is available.
You can workaround this by restoring a deleted channel, renaming it, and then deleting the channel again. The previous name is then available for use.
This workaround has already been mentioned in the comments and if an immediate reuse of a Channel Name is required, this is the recommended solution.
I just confirmed that is the case. I tried to create a channel with the same name as one deleted more than 30 days ago and it says Channel name already taken. I do not have that channel listed in my deleted channel area.
Your post makes it sound like it would only be during the 30 day restore period it cannot be reused (which certainly makes sense). But now after 30 days, what are we to do?
What if it is longer than 30 days? I have tried to reuse a name from a deleted channel that does not show up in my deleted channels list and it still says I cannot. How can I restore it, to delete it, if I don't see it to restore?
I know there are several posts in here about this but I could not fine anything that clearly answered or addressed the issue.
I have a channel that was deleted more than 21 days ago. When I look at my channels I do not see it under deleted. When I tried to create one with the same name it says it is used already. Where is it used if I do not see it? How do I know how many channels and channels names I have if I cannot see them? How on earth am I supposed to administer what I cannot see?

Karl's solution from May 16, 2018 worked well. I will use it to clean up a bit of a mess I made. That said, I am hopeful we have a solution to avoid this work-around at some point soon. Most will not be patient enough to use the work-around and end up with an even bigger mess.
PROBLEM: Created a channel called "IT Systems". Folder with same name gets created. Then later I renamed channel til "Systems" and renamed the folder. Now I have a linking problem because in teams the channel Systems now links to the folder IT System that no longer exists.
I delete and try to recreate the channel but it says it's still in use.
SOLTUION: Go to "Manage Team > Channels" and restore the channel. This will not fix the problem. The restored channel will still be linked old folder name. What you need to do now is rename the channel and delete. The name is no longer taken and you can create the channel again and this time it will link to the correct folder.
TL;DR: Restore channel, rename and delete again. Now the original name is free to be used again and folder name will link properly.
just now i see this problem i wandering why it's take all this time to fix it
Alex the teams engineering is response at March 16 20118 but there no date to when it will be fix

I am trying to re-open a channel I just closed (Using the same name) and the message I got is: "Another channel already has that name. Try a different one." Why isnt this working?
Re-use an old channel name. I deleted a channel because i couldn't link the files to it properly. Now I am unable to reuse the channel name, while I also deleted all other records reffering to the channel.
This needs to be fixed.

We have the same problem ... making the transition to Teams harder than it needs to be. If a channel is deleted it should be deleted. Period. Gone. Poof. (ok maybe archived somehow). Point is, we should be able to add/delete channels at will.
When you fix this bug? Is it normat?!?!

When a team channel is deleted you cannot later create a new channel with that name even though the previous channel has been "deleted".
I have the same problem as "Torsten Werchmeister Hansen". Is it possible to solve within current version (1.0.00.28451), or is there any plans for solving this in the near future?

I have a similar problem.
Given I deleted a channel called "test" in the past
When I later want to create a channel called "test"
Then Teams tells me that an error occurred while creating the channel.
1) the channel is created and added to the team (preferred), or
2) I can "undelete" the channel deleted channel called "test"
Would like to be able to use the same name as the one I already deleted. Please fix. Or is there a workaround?
Another member of my team tried to add another channel, but the new channel have an old channel's name. Old channel was deleted, bug appears for each time he try it.
The new channel is unusable, the conversation tab isn't working and no one else.
He see the new channel's name with the last channel's name created (and not working either), and I see his new channel with my last channel's name created and deleted...
The new bugged channel is always added to a link like "1 other channel". Look at the screens.
Have a nice day,

Workaround: Rename the channel before you delete it. Of course you need to know about this workaround before you delete the channel - but it seems that it's the last channel name is the one that you can not recreate - you can recreate the channel using its older name(s).
Also see "Recreate deleted channel" where the fix is currently listed as "Planned".

Even better would be to offer to restore the deleted channel and link to existing folder is there's one. Why block the name when it's been deleted?! Doing so, only means people will be creating channel adding a sequential number suffix.
